I posted this specific build at the request of an SG mate who wanted to have a closer look at it. Seraph can do a little of everything, but is strongest in controlling mobs, without resorting to the rather horrible Manipulator toggle.
This build pushes INT fairly hard, around 400 at 40 to get the most out of Battle of Wits. I raised PRE to 300ish, and CON to 200. This results in a decent HP pool (9k at 40) with shields sitting at about 2x 3.4K. When running in Support role, her stun duration is currently 6.2 seconds, with the cooldown of TK maelstrom at 5.6 seconds. This means you can chain 3 TK maelstroms for 18.6 seconds before hold immunity kicks in. That is more than enough to take out anything that can actually be affected by stuns.
NOT a levelling build. You can retcon into this level 23.

I did level with this, swapping powers out along the way.
MSA: Energy unlock. Provides energy over time, scaling with INT, which we have gazillions of. Procced by 2 of our attacks Ebon Rift and TK Maelstrom, and Conviction.
Conviction: Nice little self heal. In Support provides about 2k per activation. With INT as high as it is, the Cooldown on this is neglible. Gives a 15% hp boost on activation, which can be utilised by Inequity. Since we got CON as a secondary, this boost covers Inequity's hp sacrifice.
Protection Field: Shield. Returns energy on being hit, long duration (20 secs).
Concentration: Ranged damage buff. Scales with INT. 16% per stack at 400 INT. Allows you to finish off whatever you stunned quick and easy.
TK Maelstrom w/ expansive intellect: 360 degree group stun that does decent damage. The cooldown's reduced sufficiently by gear and Lots of INT, fuels MSA when it comes of cooldown. The cooldown also prevents you from spamming it, which is a good thing. It keeps you from building Hold resist stacks on the goons too quickly.
Ebon Rift w/ Vengeful Shadows: A snare effect and knockback at the same time, giving you more control. If you don't like the knock you could remove Vengeful Shadows. Oh. Does really nice damage with those 16% Concentration stacks up too.
TK Lance: Hard Hitting, short charge single target attack. Quickly builds concentration stacks and uses the Ego Leech stacks that TK Maelstrom so kindly gave you.
Mindful Reinforcement: Another Shield that heals the target its on after it expires after 8 seconds. Lazy healing ftw!
Collective Will w/ Consume Will: A summon that increases your DPS and debuffs targets to your TK Lance. It also allows you to add a bit of DPS while you're focused on healing in group content.
Masterful Dodge: Emergency button. Rarely use it.
Inequity: Powerful single target heal. Sacrifices some of your own health to give a big chunk to your buddy. You have plenty of health to sacrifice, and that's mitigated by Conviction's HP boost. Just make sure you hit conviction before you give inequity a workout, and you'll be right as rain.
