Back from long hiatus. Confused on builds

So I've read up on many of the changes and I think I have a good grasp on what I should be doing with some of my primary toons. Here are some of the major questions I have:

1st toon:
Is a Might/Invuln character. I went with primary Con/Str/Dex
My question is - should I pick up End, Rec or Int instead of dex because I am having energy issues. I have Force Sheath and the Con tree End return on hit and do plan on picking up MSA for a little end return but is it worth losing the crit/dodge of dex as a SS for the energy management of one of the above stats.

Also - should I pick Str as my PSS instead of Con. I'm mainly looking to solo tough content and do Alerts.

2nd toon:
Force blaster. I went with primary Ego/Int/Dex.
My question is - should I drop Dex for Pres so I can have bigger/better bubbles and make better use of conviction and Imbue? I like the big numbers that Dex brings, but Pres has a lot going for it now too.

Also - is there any other way to get a reliable Force Cascade other than using Magic powers? I don't want to use arcane ablities for theme reasons.

Lastly - is PFF still broken? I'd love to make a toon with this, but it has never been very viable.

    For my might characters I go STR /CON /INT use MSA as energy unlock. If I use invul I use force sheathe. If I use defiance I go retaliation for extra damage or energy shield for extra defense.

    PFF has received a few boosts and can be used effectively. There is a big thread on the combat & powers board.

    On your 1st build, INT (if MSA) or REC (if Enrage+knock) would be nice for leveling, but at 40 not really required. At higher levels, you can use gear to give your self a bit better INT for example or lower power cost by a lot.

    You could go STR/CON/INT or (REC) for leveling and switch to STR/CON/DEX at 40 (with gear talents for other stuff like energy management).

    Then again, with gear you can have solid criticals/dodge.

    So, pick something :p

    PFF is better, but still low on passives hit list.
