I can confirm. I'm at about a 20% failure rate on getting anything from his bag drop.

CO will 'freeze' for a moment as if I've unlocked something, but nothing shows up anywhere.

And does the Dragon Armor and Dragon's Eye Staff costume unlocks even drop?Since what people are getting is the Samurai Set pieces. From the (old) Epic Samurai Set...

PROBLEM SOLVED:

If you've opened a Hi-Pan Bag and have gotten nothing, go visit the Tailor and search for Dragon. You'll have a costume piece (or more) there waiting for you.
