Strange Hotbar/Energy Builder bug

Hi
I have a strange bug, and that really only on 1 character. The Energy Builder doesn't active on the Hotbar #1 place
and that also only when out of combat. In combat it works. It also doesn't work either on the 1 key or Mouseclick.
I have now change the keybinds from 1 and 5 and moved the energy builder to the #5 spot, and there now it
works with the 1 key.
Someone any idea ? I also resetet the keybinds to default, but didn't helped
