General Gameplay:
Canada: Undead on Arrival open mission: A bug where the open mission wouldnt progress in the second and third phases if players damaged a totem and left the area was fixed. Rictus will now also return his spawn point if the open mission is failed.
Archetypes: Tempest
The Tempest archetype has a new character shot in the Character Creator and in the C-Store.
Powers: Electricity
Negative Ions: Energy return scaling with Recovery and Endurance has been roughly doubled.
Gigabolt: An issue that would sometimes cause Gigabolt to not animate or play FX when rapidly tapping the power has been fixed.
UI:
The purchase confirmation window for archetypes has been updated to look more like the C-Stores right pane.
Speaking of character shots, I am not a fan of the Inventor pic. I suggest replacing it with the old gadgeteering shot, or to at least up the muscle slider a bit.
Made quick test mostly because i am very very tired.
I tried the new electricity with a copy of the character i play on live to just not look at the number but just play.
That mean I didn't tried all the power.
Comparing to live I feel my character is more nice to play, I can actually use gigavolt unless on live because it doesn't eat my energy form.
The rest of the powers I usually use: chain lightning, lightning arc, lightning storm; all seems to perform better than live.
I also tried to tap gigavolt and was surprise that the fix on the animation is very enjoyable.
Overall I'm very happy with the change on electricity and wish to thanks the power team for the great review they made so far.
Ok now, that it is done, let's talk about the future: Heavy weapon.
I don't know when the framework will be release on PTS that's not my question/query. And it's surely soon(tm).
No it's more, would it be possible to have some teasing with some power description? like the one we had before CO launch.
Tested the latest iteration with the new values for energy returns. I have to say the power set now really comes into light and the flow of play is miles better.
With END/REC superstatted as before, ionic reverb is now giving back 21 energy per application. This allows for some truly huge energy returns. Gigabolt is almost as tap-spammable as before, though not quite to the previous level. But the best thing is: you *will not want* to just spam-tap it.
The interplay of the various powers is much better and the internal sinergies now shine. A charge of thunderstrike will shoot your energy bar to full (alongside the damage it's doing); this allows for a quick tap to send the ball lightning in followed by giga-tap-spam. On single target you can tap-spam chain lighting for infinitely sustainable high single target dps or shoot a full mantain of lighting arc for (if i'm not mistaken) slightly higher single-target dps but lesser sustainability. Triplicity now makes sense because it allows for seriously better energy returns on multi-target situations; ball lightning becomes a sort of flashfire with triplicity on.
The total amount of damage electricity can put out is nothing short of staggering, especially in multitarget situations. Hits between 800 and 1.2k pop all over the place and a fully charged, electric-sheated gigabolt is a thing of beauty. This is balanced by the usual ultra-squishiness of an avenger electric toon. Thank god for MD and Unbreakable. Never nerf them, or you will all of a sudden have a huge backlog of problems on your hands
Unfortunately the old problems are still there: electricity as a powerset just does not sinergize with anything else; the END/REC pair is still by far the worse possible superstat choice since neither of them gives any added benefits except energy management, and nothing else scales off them. This leaves electricity a bit dead in the water when it comes to its possible contributions to high-end builds. These however are long standing problems, not introduced by the changes, and more dependant on structural game issues (i.e. the inequality of superstats) which I suspect will need a good hard look at some future point.
All in all a big thumbs up from me. For all those worried about not being able to recommend the Tempest, I can say this last patch really solved the lingering problems. You can tell your friends the Tempest will be the quintessential glass cannon: very very "glass", but also very very "cannon".
Ionic Reverberation is now performing much better and playing a lightning toon is now far more enjoyable. I'm loving the fact now almost every power synergises well with Ionic Reverb rather than just Gigabolt, whilst still keeping Gigabolt to be a usable and tappable power.
However I believe there is a bug with Gigabolt's Death Arc advantage. When taking this advantage it states that Gigabolt should deal 633 damage upon death. However when testing this I found that as a level 40 toon killing both Level 1 and Level 40 Test Dummies Death Arc only dealt 106 damage upon defeat.

This is a known bug with Gigabolt that we're still working on. We aren't going to hold up the rest of the changes for this fix, but it should hopefully be ready shortly after the majority of Electricity fixes are released.
I thought the previous known bug was that the damage scaled off of the enemies level, i.e. a level 40's death arc would do more damage than a level 1's? In my testing both did a very low 106 damage.

That's great to hear! And even better since that's exactly what one of my friends wants. We run a healer/cannon combo, and I do the healing because I'm actually pretty good at that. (Even with loose cannons.) I was hoping to be able to suggest an alternative to Fire that would fit into the sort of gameplay he likes and that is actually available to him on F2P. It looks like Elec will be his Fire alternative on F2P.
There's no doubt the REC scaling is noticable, but the majority of the energy from Ionic Reverb comes from END. REC super statting for Ionic Reverb is not necessary any more than it's necessary for MSA or Spirit Reverb.
I wonder what they could change it to, though? Something like the Flash's run from the intro of the Justice League cartoon?
Though I hope there's no need to change the quadrupedal run animation, I actually really like that one.
I see no need to change the quadrupedal animations. Though I would like to see a different beast stance available for females. And the Flash's run animation or something similar to it is exactly what I am looking for.
Just so we're all on the same page here, you want new animations as in new like Lightspeed and not to replace the existing ones, right?
No, Lightspeed is not a new animation. LS uses the same ninja run animation that SS has always used. An animation that is out of place in the western culture comic book setting of the game. However, I do not want that animation removed from the game, just an option to use an animation more appropriate to the setting.

Watching it again: I see you run sideways for most of he video and for maybe 2 seconds running forward (where it does look lke ****), then again sideways.
I also point out that you are at suppressed speed during that entire video due to the incomming damage.
Use the charge trick to get a longer video of FULLSPEED with the same run animaiton, perhaps.
Note that I agree with you, the Naru-tard run looks terrible, but the full speed swing arms looks just as bad, if not worse.
Why not use the Lock arm DCUO/Justice League flash cartoon animation.
The video is 32 seconds long and you want a time period link. Come on The_Last.

Don't have to. That's stage two speed as AoC mentioned and I wanted the animation to be seen clearly. Also glitching it to fullspeed like you're referencing tends to use a different animation as seen in a video I already made when I broke this whole thing down a while ago. Actually 2 videos I made.

Cryptic has been giving us the blues on making a new animation for a while now so what AoC and others have said is essentially "fine, you guys don't want to/can't find the time to make a new animation...how about you just give us the option for this one since it's already made."
I essentially agree at this point. We can get reskinned light speed and rainbow flight from stuff that's already in the game but not on the other stuff that's already in game. Reminds me of the dino raptor thing all over again. "hey guys, we know you've been bugging us about this thing, but check out this other thing no one asked for...isn't it cool?!?!?!"

I think the thing is, to make a superfast running speed, animation wise, that has something to actually do with the distance traveled on the floor, would need to have a lot less body movement, because it starts to look herky jerky at higher speeds, hence the "ninja" run solution, its a very stable position, and doesnt look super weird at really high speeds. Looking at that vid, what dcuo did there, is that flashes actual speed vs his distance traveled on the ground isnt accurate, he isnt really running that fast, hes just moving foward fast, closer to gliding on the floor. An interesting solution, but, might look weird as you go from one speed to another, and actually start moving slower, might look alright too.
Basically the ninja run solves things for the system the put in place, and allows them to actually make you appear to move faster while not making your charachter look like its simply on fast forward. each animation better fits the speed it in. As long as you dont mind the herky jerk though the 2nd running speed is fine, i guess they decided the herky jerk speed wasnt the look they wanted. Still, its hardly the end of the world, and it isnt everything people want, there is probably a ton of people that would rather have a different travel power get new skins/animations, sooo dont think thats its the majority of players that want a new run.

To begin with, just to be clear, this isn't a reply like: "Oh look the new guy has an opinion/put some time in and then maybe you'll understand the situation."
But, that said.
Those of us who've been around since Closed beta have seen the volume of posts on this issue come and go.
And with that said, i can definately say with some accuracy, that your opinion is in the "vocal" minority.
And the issue (you posted on) IS in the "vocal" majority.
(by that i mean "those who don't have anything against the animation don't bother to post about it like you do")
It really wasn't in the forefront of most peoples posts (latley) UNTIL "Lightspeed" was introduced.
Then those who disliked the current 'ground based' TP animations (SS, Acro., LS) were like:
"Um, wtf? We asked for new animations and all you do is give us a reskined SS."
"With a 'techno' soundtrack no less?!"
Now, with THAT said...
...Those of us who play CO for the "Customization" aspect think that graphics (among other things) IS one of "the most important things" about the game.
So, when we see something we don't like we speak up.
In layman's terms (based on those who post):
It is important...
There aren't as many people who want new animations vs. those who want the old ones changed...
The majority of us don't want a new run instead...
Im not saying there isnt a bunch of people talking about wanting new run speed animations, im saying that it isnt a game breaker, and many people would rather they spend the same time on some other travel power, or an all new travel power.
I do agree that customization is the name of the game here, and more options would be better, but in all honesty if they made new animation for running at high speeds, a lot people would be angry that they didnt do something with a more popular travel power first. People been asking for vehicles (motorycles, hover bikes, for time as well) and if i personally was in charge of the animation team or guy, I'd prolly set him to work on some new martial arts/melee stuff.
Just saying, people are acting like the devs arent doing anything because they arent putting what they specifically want in the game. Dudes just got finished reworking tempest, which from early reviews people are saying was a great adjustment to elec, and working on a new framework, and some people are acting like the devs arent doing anything for the game, or that not having a different run speed animation is the biggest problem with the game.
Whilst I agree that it's bad they keep their mouths closed about this issue, think about what they have to do right now:
Things like thinking up new Adventure packs, designing, coding, texturing, testing over and over. Balancing powers with the other powers. Creating new powers, designing, testing, balancing them. Thinking up new archtypes. Designing new costume parts. Reviewing lairs/Instance missions, testing them over and over. Adding new functionalities like voice chat. Fixing old bugs, reproducing them, tracking down the source, fixing them, testing it. Designing End-game content, a very tricky subject. Creating new PVP maps, designing, testing them. And of course designing original content like the PvE challenge thing.
Just to name a few. All to be done with a small team with normal work hours and having a life outside of that.
That it's a vocal minority that want the changes. And that just isn't true.
Not many people want the change, again untrue.
New stuff should be introduced before old stuff is fixed.
It's a majority of players who want new TP's before modifying old ones
Look, i get it. You want new TP's over redone skin's for existing TP's, and that's cool.

This is a known bug with Gigabolt that we're still working on. We aren't going to hold up the rest of the changes for this fix, but it should hopefully be ready shortly after the majority of Electricity fixes are released.

Since when did thermal reverb scale off End and Rec?
I would expect that Ionic Reverb should be, and should stay, the best energy unlock in the game.

This was cute the first 3 times. Its growing up and is marking the furniture now.
I agree, they should go ahead and make the new animation so I can stop.

I see no need to change the quadrupedal animations. Though I would like to see a different beast stance available for females. And the Flash's run animation or something similar to it is exactly what I am looking for.

run speed animation is one of the more important issues they should work on
they dont listen to the community
The reason i said XY and Z in previous posts was more to make it clear that these are just opinions, as valid as my own,
to make it clear the opinions im talking about are that
run speed animation is a really important issue ( i think people who want other things first could argue whats more important just as much)
the devs arent fixing/improving the game, looking at the reworks for gadgeteering and tempest, as well a new framework in a few days and the increase in costume choices, i think a valid arguement could be made that they are doing this.
Run animation is broken : surely you realize that it is perfectly functional, while i agree it would be cool to have some new animations for it, i realize that is my opinion, and nothing is wrong with it perse
I definitely think new run speed animation is a valid opinion, and believe people should speak up about the changes they want, but i think its unfair to act as if they have an unresponsive slovenly dev team who arent doing anything to help the game because some people think a different run speed would look cooler.
as a side note, whether it is the case here i cant really say, but just because there exists a vocal majority (a majority of people who speak often and loudly on a subject) doesnt mean it is representitive of the population at large, or furthermore that they are correct.
You were just using opinion and supposition to make your case.
And since your case is in direct opposition to a cause on graphics that i fully support,
i had to point out it's flaws to maintain my causes integrity.
Oh and the "run" animation is quite broken, it glitches all the time (SS, Acro., and LS)
On the subject of being "vocal", i had a political science and stat's teacher that would argue that point with you.

1) It's more than a couple of people. Since you're new here, before slighting people this^ way do a forum search on the topic and you'll find that this (among a slew of other things) has been an issue with a large number of people for a long time now (as in since the game launched a year and a half ago).
2) No one said it's the most important thing...except you...so your premise there is completely invalid. It's one thing on a sizeable list of long running player requests (long running, as in since the game launched). Again, a forum search would point this out and put it in perspective for you while giving you the history of this issue (and likely many more like it).
Well people have stated thier opinions, its all in the text for people to take from it what they may.
