The answer is, ney!Neither here nor in STO. Seems the dev's didn'T think this would be necessary... speeking only for my person, I think they are terebly wrong. Marking friends or foes ist the fastest way in an MMO to comunicate tactics with your teammates. We need signs for proper reaction.
Your current target can be referred to by the variable $target. So you could bind something like this to a key:
/bind numpad0 "local "now targeting: $target""
there is a command called /target_highlight that might do what your asking. I couldn't test it because no one wanted to test it with me, but if it works you would bind it to a key as:
/bind numpad0 "target_highlight 1"
numpad0 is just a placeholder for whatever key you want, obviously.
How does it work in WoW? Each person can mark a target and the other people on the team can see who everyone else marked? or is it just one mark per team? Sounds like it might be useful.
/target_highlight (0 or 1) just changes between box and outline markings. It's a command line of one of the HUD options I think.
It doesn't affect anyone but yourself.

"Focus" was another great tool in WoW. That was where you would set a target as your focus. Then if you held Shift or Alt (or some other specified key) in addition to a power it would target your focus instead of your current target.
For example, let's say I am melee DPS fighting Mega-Destroid and I set myself as my focus. Then, if I used Bionic Shielding while holding down the key bound to focus, then it would target me instead of whoever the Mega-Destroid is currently attacking.

You know what would be neat? If "$target" actually generated an active element in the chat (similar to objects and powers linked into the chat), and you could click on the element to target it.
Warhammer Online has the interesting trick of double targetting : one for ally and one for enemy, at the same time. But that would not work in CO given Celestial mechanics. Also never played WOW but the "Focus" target system mentionned earlier sounds great.
In WOW there is some good mechanics for marking. First, you can mark any avatars, nsc, as pc. You got different marks. This marks are shown over the head of the marked avatar and unter the target. So, whenever you target "that guy" you will see "Mark X".
The focus is a great possibility for healers, or just by adding some NSC's, which you have have an eye over.
Anyhow, there is no other possibility to solve this problem easyer. Marking are an absolute need in teamplay. I realy wonder, whiy you Dev's didn't come to this. I'm not saying anithing bad, but you dind't saw the wood because of the many trees.
Just out of curiosity, the target of target window doesn't work for you? For instance I target Mob A, you target me, and the target of target window shows Mob A. You hit your attack button and you attack Mob A.
From the sounds of it though, you want some visible means of distinguishing the target around the actual target.
Yes! You see, theat's the point of all this. Maybe Target X is much more interessting for the other teammates, while I'm atacking Target Y. Where the hack should they know I am right now thinking they shold attack Target X. Or where sholuld a team keep the overview in a figth against many enemies? Where ist my pal, oh, dread, I'm to late for healing, or taking the aggro. This kind of things don't have to be, just by simply add markings.
Technically, this target of my target system has every newer MMO, still everyone like to use markings, if they are possible in the game. Markings aren't all about, kill the target I'm on. And that is the real deal. -Take this one out, or stun this one. Here I am, there you are. Take this item. Wach out this is the guy who is stunned. That's the vicious one in the group, etc. A lot of infos just by adding a mark. Ain't such kind of short comunication precious? Comunication is all about beeing in a teamwork. A team doesn't work classical as in the other MMO's. In CO you don't get to have allways a group healer, a tank and damage dealers. So it is expecially important to comunicate.
