There's several things to note when making child characters: The limbs and their digits are going to be proportionately larger on a child; there will be very limited variation in the sizes of their chest, waist, and hips in both sexes (they're basically sticks from top to bottom when standing straight), at least until puberty hits; and finally, people frequently make their heads too small, which, again, are going to be proportionately larger compared to their bodies relative to an adult's.
With this in mind, I've attached one of my "child" characters as reference. I can provide the sliders on request.
And teenagers, especially those in their early teens, get to be an awkward balance between "child" and "adult". Much of what Zyrusticae just said still applies, although a bit more variation from waist to chest and shoulders becomes appropriate.
I've uploaded my own (very basic) "youth template" - pretty much nothing but the spandex jumpsuit in neutral colors (not even hair on his head), with the body proportions and height set about right for a 13 or 14 year old.
I've also included two uses of that template; one is a Martial Arts themed outfit made for the "Giant Costume Test" thread. The other is the default costume of one of my characters, "Patriot" (flying, might, invulnerability ... not terribly original really. Heh!).
The biggest disappointment in all three cases, is the blasted face. I can NEVER seem to get it to look quite right for an adolescent. :mad::(

The heads should be pretty big on mine. Most likely as big as they can go.
The chest thickness thing has been brought up before, probably in this thread. I've been too lazy to update it. But yeah, the head, hands, and feet are all pretty large on my templates. To be honest, I don't see much of a difference between yours and mine aside from the chest width. And possibly the arm length, since I usually make characters with... well let's say "heroic proportions."
That said, I don't use the girl one very often at all - maybe twice, so that one could have lots of problems with it. I do remember that I made a costume with it once, and ended up changing a lot of the proportions to make it look right. Stupid me forgot to save the costume file, and the character was never actually made - it was just for the picture.
I must be doing something wrong heh, i save the image into live/screenshots where all the other save i have created are. but it doesn't show up in the game.

Have you checked that the file is really there? I know I had an issue where the UAC on Win7 silently failed and didn't allow me to save to that folder. I had to save them to another folder and move them there manually.

Just a stupid question, you've checked that it's the correct gender, right? All the costumes are either male or female and won't show up on the other gender.
I blame Smackwell for the massive influx of child-like characters that have infested the game as of late.
Funny you say that. I used to refuse to make child looking characters on general principal. They were everywhere, and just to obnoxiously cute. On a whim I started playing with the templates. Turns out making child heroes is actually a lot of fun. I still try to keep it at a 50/50 ratio.
That being said, I tend to fiddle with things and make them more teenagers than children. I use the template, and I reduce the head height and size a bit, and play with the face and body sliders a tad, and I increase the height. Still looks youthful, but not as much. At least to me

The most useful change to proportions for me, is to max the breast slider and knock the body mass almost all the way down. It gets rid of most of the emblem distortion I get on the chest when I use the girl template "out of the box". You maye have to fiddle with the arms and legs to keep them looking the same.
