Why do you want an anime/manga based super hero? And which style of anime/manga are you wanting it to be based on? If you can tell us why you want an anime based character it might help narrow down a good concept.

A concept could be as simple as during a home robbery a anime collector was shot, his dying vision being of his favorite character. A simple wish uttered with his dying breath. "I wish I could have been like Dyna Super Hyper Guy.". Moments later Dyna Super Hyper Guy blasts the thief with his Hyper Cannon. Looking down at the armor that now covered his body he realizes his wish had come true. No more a mere collector, he was a super hero now. He was Dyna Super Hyper Guy!
While watching his favorite ninja show Buruto young Billy loved to copy the moves the characters made with perfect detail. One day while watching and practicing a shallow clone appeared next to him just as it did in the show. Within a couple weeks young Billy had begun to master his chi flow and was able to produce the same effects in real life as he saw on tv.
Mary was walking through the woods when she felt a strange tingling sensation. Looking around nervously she couldn't see anything, but she could sure feel it. As the monster materialized before her Mary screamed in fear and in desperation she struck at the were-lamb in front of her. The poor beast never stood as her natural were-lamb slayer powers manifested in an energy sword that cut it in half.
Ninja or Super powers eh, hmm. I've always liked the found the magical item that imbued a hero with incredible powers and knowledge.
Searching through the attic of her great grandmothers house you Amanda found an old wooden box in the corner. Being raised in america she was unable to read the warning written in japanese across the surfaces. Opening the box a strange wind erupted from it and all the windows simultaneously blew open and the wind was gone. Inside the container was a simple tiny pearl similar in size to the fake one on the necklace she was wearing. Not thinking about it too hard she quickly pried the fake one out and and popped the other in it's place. Putting the fake one in the box she quickly put it back in the same place she had found it as her great grandmother hurried up the attic stairs.
"What have you done?" her grandmother asked
Startled at the agility of the elderly lady in front of her to climb the stairs to quickly. Amanda stuttered "n-nothing"
Gently pushing the young girl aside she grabbed the box and her eyes opened wide as she saw the box had recently been opened.
"What have you done my child" she said with an exhausted voice as she sat down on the floor. "So many years we have protected the world from what once was. Now you have loosed it upon the world again. I told your mother it was a bad idea to take you to America, but she did not listen. She did not believe in the old ways."
Slowly opening the box the old woman saw the pearl sitting in the corner. "Well at least the pearl is safe, now that the seals have been broken evil will come for it once more. I must seal it away before they follow it's path to this house." Standing up and slowly walking down stairs evident of her age once more she leaves the girl alone in the attic.
Amanda looks down at her necklace with the real pearl attached to it. She sits there for what seems an eternity trying to ponder what she should do, return it to her great grandmother and get yelled at, or leave it as is and let the crazy old woman think the fake is the real one. A few minutes later arguing can be heard downstairs between her great grandmother and her mom. As Amanda walks down stairs she can see her mom throwing their clothes into suitcases.
"Get your stuff packed, we're going back to Millenium City tonight. Your great grandmother can't leave her myths and hockus pockus to herself so we're leaving. I'm not going to put you through what I had to go threw growing up."
After bags are packed and hurried goodbyes are said her grandma hugs Amanda and says "Don't worry child, the pearl is safe once more. I should have expected the curiosity of your youth. Never forget there are things in this world most can not see, but that doesn't mean they aren't real."
As they drive away in the taxi Amanda can see strange things moving in the woods and beside the road, creatures the likes of which she had never dreamed possible. The world seems to shift slightly and she's no longer inside her body, it sits there sleeping on the seat but she is awake and aware.
"Do not worry young one, you'll get used to it."
Screaming in surprise Amanda turns and sees a ghost or spirit or something sitting in the car next to her. In shock she jumps back and starts to fall through the closed door of the car. The spirit reaches out and grabs her arm to steady her while she regains her balance.
"Be careful, we are in the spirit world now, the physical world can effect us, but not stop us." before she has time to start asking questions he continues. "When you took the pearl from your great grandmothers you became its keeper, I am it's guardian. It's my job to teach you to use your spirit energy to protect the pearl and the world."
Looking down at her clothes she appears to be wearing a loose martial arts style top and pants. The pearl on her necklace glows with a brilliance she has never seen before. "I guess it would be pointless to deny taking it by now. But I'm no keeper, I don't have spirit energy."
"Of course you do, not don't argue with your guardian. If you didn't have a high level of spirit energy you would never have been able to break the seals and release the pearl from it's bindings. Now before I return you to your body there is much we must discuss."
The entire trip to the airport the guardian rambled on about how to meditate in order to focus spiritual energies present in all things and manipulate the focused energy at will. She learned how to transfer back and forth between the physical and spirit worlds at will. By the time she arrived back in Millenium City she was able to project energy from her mind and focus it through her hands forming blades of pure energy. During one of her meditations the Qularr attacked. Realizing this would be a good time to practice protecting the world, despite her guardians nagging that she wasn't ready. She ventured out onto the dangerous streets to try to save her home.
(Ok, more of an origin story than just a concept. Once I get started sometimes it's hard to stop. Please feel free to use this story in any way you can to help figure out the proper concept for your characters.)
As far as outfits the average ninja is very minimalistic, as is a lot of anime super powered hero's. Barely more than a robe or altered street clothes are used, and almost always loose ones to allow the highest freedom of movement.
what i meant by concept was for an character i want to use for RP and i need help on making up a costume and name plus a bio on him and the kind of style i decided to go for is like maybe an anime styled nightwing or something
Sorry to spam the thread with the story. That's just how it works best for me, to think of the character, and let the character tell me how they look and dress. If that makes any sense. Knowing you're thinking of more of an anime style Nightwing type helps narrow down the field. I'm not at home so I can't really help with the costume much at the moment.

John was a simple man, a collector of rare comics since he was a child. His favorite was about Jon Fu a man that had bonded with a nanite mother unit of alien origin that rebuilt his body into that of a super man. Nearly indestructible he was granted amazing powers due to the nanites in his system that constantly repaired and modified his body. The mother unit had it's own mind though, and it's own ideas what to do. They fought constantly for control but Jon was to strong a will to be bent easily.
One day at his comic store John had a visit from an attorney. An estate he was handling had uncovered a large collection of comics and they needed to be appraised and sold so the money could be divided among the inheritors. Going to the old house in a nearby town John entered the basement and found boxes of comics stacked in the basement. The majority of them seemed to be hand written and the characters looked familiar but he knew he hadn't seen these comics before. Against the wall behind the boxes John found a briefcase with a window in one side. Inside the briefcase was a copy of Jon Fu #1 in mint condition. After paying a couple hundred to the attorney he loaded up his car with the boxes and set the briefcase on the seat next to him and drove home.
After getting home he took the briefcase upstairs to his "study" used a screwdriver to pop the lock open. Putting rubber gloves on to protect comic from his fingers natural oils he picked it up and slid it out of the protective plastic cover.
What happened next he couldn't have imagined in his entire life. The comic shifted and seemed to melt onto his arm, it quickly moved its way up to his chest as he sat there in shock. Pain doesn't even describe what happened as the comic shifted to a metallic silver and started to dig right through his shirt and into his skin.
Losing consciousness, when he awoke he was groggy and had just had the weirdest dream of his life that he'd been attacked by a comic. When he looked down and saw a large blue glowing circle sticking out of the center of his chest. Freaking out he went to call 911, that's when he heard it speaking to him.
"No need to emergency services John, I'll make sure you never get hurt again."
"Who? Who are you?"
"I am part of you now, we are part of you now."
Looking down at the glowing blue device in his chest "You're ..... you're the mother unit from the comics aren't you?"
"Yes I suppose that is true. He did love to draw about us, about our adventures."
"What, what do you want with me?"
"I want to help you John, you'll be my new Jon Fu, my new host and ally."
"But why me?"
"You opened the case. I've been dormant for many many years. Ever since the first Jon got tired of being a hero and expelled me from his body. But now I'm with you, now you're the hero. I have tapped into your mind. You have great potential, especially since you have read those silly comics about me."
"But there has got to be someone better than me. I'm no hero."
"You are now John. Embrace your destiny, become the next Jon Fu."
His eyes opened wide in realization that he really could be a super hero now. "No I'm not the next Jon Fu, call me Fusion, Cold Fusion. I always thought that would be a cooler super hero name for him since he was referred to as Fu Jon so often."
"Cold FuJohn. That will work nicely."
Johns entire body feels more alive than he had ever felt before as it starts to transform. Circuit pathways weave down his arms and legs. Armor forms around his feet, hands, and chest. Even his hair changes color and shape. When he looks in the mirror he sees himself standing there as Cold Fusion, blue patterns outline most of his body and he can feel the muscles within them harden and strengthen.
"Hmm, I need a mask." As he says it a face mask appears over his eyes and displays are shown on it registering the various body augmentations.
"Now is the time of Cold Fusion. Today a hero is born."
Here's my idea's for his look, I kinda like them both for the manga/anime feel but not sure which is better.
They're both yours if you want em, and of course change them at will.
Nice bio, I have an MA toon which kinda is similar to how yours could look. The bio is a shameless rip-off of the Kung-Fu series with a twist. A jealous rival sabotages the cauldron full of molten silver he has to pick up via his forearms to brand himself and it cracks, spilling molten metal over him. His chi was so strong he was able to survive and bond with it and his flesh becomes metallic, impervious to damage. Originally, in Champions PnP he was able to mold the metal to his whim, changing his hands to blades, stretching etc, but I couldn't emulate these powers in CO. But here he is, Gin-chi, or Silver Spirit.
Note I used the option under humanoid heads for cybernetic(?) face, to give it an angular look and changed the cornea to black and the iris to white which I love close up.
