Subject: Sgt. Mark Johnson Hawkins (Hawk)
Sergeant M.J. Hawkins was one of our top agents on the field.
He joined the MCPD riot control team in 2003. His determination, fresh ideas and iron discipline has led the MCPD's Riot Police to one of the best in the world.
It didn't come to anyone's surprise that he was promoted to Sergeant and was given exclusive privileges to lead the Millenium City Police Department riot control center.
During this time, he disbanded the standart riot police training and set up a new training.
The new recruits were drilled up to military standards in both weapon skills, crowed control and discipline.
Taking a lot of inspiration from the old Romans he founded the New Urban Cohort. Copying tactics like the testudo.
When the second Quilarr invasion struck, the New Urban Cohort (or NUC) was deployed to slow down the Quilarr infantry till the military could launch a firm counter assault.
The NUC took heavy losses during the battle and was scattered around the city. Their biggest sacrifice had to be in the Westside of MC. A ''tactical disadvantage'' prevented the army from setting up camps there. Thus leaving most of the NUC stationed there to their fate.
After the battle most of the NUC had been wiped out and was disbanded. Hawkins was invited to join MARS. He accepted, but saw the disbanding of NUC as his failure.
Hawkins lost his motivation and fighting spirit. He quit showing up for training sessions and often went AWOL in the middle of drills. He was best known for his outbursts against the US military for their incompetents. Much to the frustration of his co-workers, who all were either ex-soldiers or had close contacts with them.
After only a few months he was fired from the force.
The MCPD offered him a job as senior cop, but he declined.
Three months later he was contacted by a new police force. Known as PLUTO
(Police Law United Terrorist Opposition).
An elite police unit made in cooperation with the UN to put down riots across the globe. This would include renegade armies, large scale alien assaults and Master Villain attacks.
We know Hawkins accepted the job, but all other information was cut off. PLUTO personal files were classified and could only be accessed by a certain few.
PLUTO was used a few times around the globe, but never got much recognition, which led to their disbanding only one year after they were found.
Any traces of PLUTO had been removed. Making it seem as if they never excited.
All PLUTO personal disappeared from the face of the planet.
That is, until recently.
PLUTO has returned. Now calling themselves CORE
(Conquest Order Retribution Earth)
Leading CORE were some of the old PLUTO officers, as well as Mark J. Hawkins.
They had become the very threat they were created to fight.
Hawkins had found his motivation and had led CORE to the top in months. Their superior technology and iron discipline as well as their numbers had led them to one of the biggest threats on earth.
Their goal: Unite Earth to stop all hunger, wars and conflict in the world.
Any counter attacks against them were put down. Their technology allowing them to fight off any air, naval or heavy armored land units and their discipline could hold off any infantry or light armor on the field of battle.
Their biggest thread has been super powered attacks. They can easily take on minor super heroes, utilizing non fatal force, but against elites or super groups they always had to fall back.
Luckily for them, many super heroes and super groups have declined to fight them seeing as their motivations were righteous and well meant. Some have even joined CORE'S ranks.
CORE isnt an operation of villains. They can be seen around the world helping to solve conflicts or aiding in diplomacy. Though many suspect that they already have influence in some of the worlds most powerful nations
