In Congress on September 21, 1971, President Richard Nixon proposed a new act that was to be passed in secret among, exclusively, the Senate. Otherwise known as the "MISSING CHILD BILL," or the Metahuman Special Operations Program, Act a135 ensured specialized training with today's youth in creating what was to be considered the perfect Super-Soldier. The act called for the recruitment of young children, between the ages of four and six, to undertake the most gruesome physical and mental conditioning the United States Military had ever seen. Following Nixon's resignation in 1974, Act a135 was only conducted by the higher echelons of Military Power The Joint Chiefs of Staff in full secrecy.
Act a135s recruitment policy involved the government kidnapping of twenty-four young children, every four years since the acts inception, from their homes in the dead of night, taking them to specific training facilities around the United States. After their fifth year, they are then taken to a top secret facility to continue the next ten years of the program. Their final five years involve field exercises live-firing field exercises across the world, dealing with terrorist and super-villain insurrections. Recruits only graduate when they complete the final test normally a Special Operation for the individual trainee, such as infiltrating a facility and recovering important documents or an assassination.
Graduating classes are known by call-signs. LIBERATION was the first graduating class in 1986, followed by ADAMANT. Each graduating class consists of twenty-four recruits, each given a call-sign that corresponds with the Phonetic Alphabet For example, the first graduate in each glass is given the call-sign <GRADUATING CLASS> Alpha, and the one following is given the code Bravo, etc
In special cases, graduates are given codes from the Greek Alphabet Alpha , Beta, Gamma, etc.
The last graduating class prior to the programs deactivation during the Quillar invasion was ANGAEL, each of the twenty-four graduates given a letter from the Greek Alphabet. Currently, the only surviving graduates of this group are ANGAEL Omega and ANGAEL Epsilon. ANGAEL Epsilon has been known to have caused several terrorist acts against the United States following the Quillar debacle. The ANGAEL Group was considered the most technologically advanced fighting force in the world, outfitted with an unknown suit of combat armor that allowed increased mobility, increased accuracy, and increased strength. The suits were only made for the ANGAEL group as the century turned.
Congress discontinued Act a135 during the Quillar invasion.

1975-1990: ADAMANT (All group members deceased)
1979-1994: JUSTICE (Only one group member alive)
1983-1998: FREEDOM (All remain; deactivated, in-hiding; convicted of terrorist acts)
1987-2002: INDEPENDENCE (All deceased during Quillar Invasion)
1991-2006: ANGAEL (All but two deceased during Quillar invasion; one in hiding, one still in service)
Following groups were deactivated during the invasion, and therefore not graduated.

For some reason this had a haunting effect on me, like when The G-Man always addresses Gordon Freeman.
That is the plan. It may be a possibility that he's found and employed MSOP (Metahuman Special Operations Program) Group FREEDOM as his "henchmen."
Oh, God, now that I think about it, I feel the same way.
