Legacy of the Blood Moon: 13 Heroes

I am tinkering around with the idea for a team of "Legacy" heroes tied into the Blood Moon event. Like Wally West/Flash, Jack Knight/Starman, and Kyle Rayner/Green Lantern, these would be new, young heroes who have taken on the names of the 13 dead heroes and are now trying to fill their shoes.
This would be a small, 13-person roleplaying group.
