Hold and Knockback resistance crafted gear..a few questions

im level 19...i am interested in making some of this KB resist gear i've heard so much about for pvp:

is there only one type of crafter that can make this stuff or can all crafters make it?

what level can i expect to find the recipe in the blueprints and anyone know what they are called? i've been looking for them but can't seem to find any....what category should i be looking for them.

    Well, hold and knockback resistance are only marginally useful (hold resistance does not stop a hold, but may reduce duration, I can't entirely tell, knockback resistance has no apparent effect), but I suspect all schools of crafting allow those items.

    also looking to make an item like this, but cant seem to find the blueprint in arms. Although i have seen the arms version of this so i know it exist, just wondering where i could find it?
