You have to equip to see what power it will enhance. As for the +119 offense I would guess it is like a crit chance and unlimited uses, just the cool down.
I know when I played around with +offense I didnt see a very large buff from it at level 40... something on the order of 1% damage buff per about +7 offense, or something of that nature.
Hate to burst the bubble, but it's a proc, a very low % proc, and gives a 10 second buff, hardly compensating for the stats lost by wearing it. Tested the same kind of item and it is vastly underwhelming, as are most of the proc items in CO.
yeah I think they said somewhere all the proc items are supposed to be about a 6.5% increase in dps at the level the item is.. assuming a sustained dps situation.
though the thing that truely tells me the value of items especially for quest rewards is lookin at their vender price
when you have a quest where the choice is power replace, or +50% some kind of damage resistence and than just basic stat items.. the basic stat items at the same level and rarity are worth like 5-10 times more.
only thing that considered more valuable than basic stat items tends to be the items that summon temp pets (it you want to be a pet master just craft/get a ton of these.. these are the pets that actually do a ton of damage)
I have an item much the same. It's a lvl 40, procs 211 offense which adds +30% damage which is pretty nice. It also has 20 con and 20 to both defenses, so it works out nicely as con is my SS
By the way, as far as I know, +offense is basically equal to the same number of +stat in a superstat, except only for the damage component. So +10 offense would be like +10 dex to a guy with super dexterity, only without the increased dodge, critrate, or avoidance.
So about 200 offense should be about 28-30% +damage, same as your superstats. 100 should be somewhere in the 15% range.
had one of these a while back - tested it for a little while. For me it was a big drop in dps. so for 200 offense you get say +30% damage. The catch is it is low proc - so if around 6.5% which sounds about right you get overall gain of about 2% damage (might be a bit higher considering it lasts 10 secs) . for this you give up 50 stat points. which for me would be giving up significant amount of damage from super stat - plus the bonus that 50 points in that stat gives. Also you could just get a straight +20 offense i think on other items which is a constant 3% or so damage which is more reliable than a proc and overall about the same. I vendored the item i had.
