I just hit 300 in Science, and due to recent changes in my build I now realize that arms has the stats as well as the AoE reduction that I need. Is there any reason to continue and max out Science before I switch? Is there a perk for getting a crafting skill to 400 that I would miss by switching now? If I do switch, will I keep all of the blueprints I have learned, or are they just wasted?
I dont know about some of your questions, but I did read somewhere that you keep your blueprints (perhaps it said in game) but I dont know if there is any way you can use them when you change your crafting focus.
When you change from sci to arms, you do keep the blueprints that you earned BUT you have no access to it. If you switch back to sci, you will get access to it again once your skills are par or higher then that required skill lvl for that item. If you just happen to switch to different specialization in sci tree, you get acccess to the new blueprints as well as the ones that you bought already.
Whatever you do, your skill will be reset to 0.
I did switch to another specialization and back just to reset my skill lvl since its easier to get slight and minor insights at lower lvl.

None of the reduction enhancements actually work from craftables. You may find them in the wild, but unless it was fixed in the patch, (Which I don't believe it was) it won't work for you.
So, blueprints don't become erased, but you can't use them. Has anyone tried that with enhancements? I'm assuming you couldn't use enhancements on items from different skills, but if you could, it might make crafting better.

That being said:
