You do all crafting at the proper crafting table (be it Arms, Science, or Mysticism). Be aware though that there is a 'Research' tab and a seperate 'Development' tab. You craft with 'Development.'

(And if you are having a bug, and know the above the n sorry); I actually just got done crafting an Arms 'Enhancement' right before I logged about 15 minutes ago; (roughly 12:30 AM PST) so it was working for me. (My main is an Arms crafter at 255 currently).

Well I'm having trouble crafting them too. I was able to craft them before but not anymore. Are the crafting tables divided by skill level or are they all the same?

Enhancements are part of other items. You need a blueprint of an item that can be enhanced.

Example, say you are an Arms crafter specializing in Ordanence. Certain Ordanence blueprints you learn will generate an item that will have only PD/ED values and no other values. That item can be enhanced in some way depending on the item slot type.

If you have an enhancement that can be applied to the item in question, when you are crafting the item there will be a slider bar and one or two drop downs displayed on the crafting screen. The slider bar is a quality level and will determine what components are required and how strong the final stats of the item are. The dropdowns are populated with the enhacements you have learned that can be applied to the item. Primary items can have a major and a minor enhancement, secondary items only allow minor.

This much I know, the problem is it won't let me click on any of the choices in the drop down menus for the enhancements. It used to work but not since the last patch.

I think it's a new bug. Try to click Minor/Major then from your keyboard- up&down. See if this helps

When I click on the Minor/Major the drop down appears and I can scroll through the list but I can't select anything.

I dont know if this helps but go to "normal" crafter npcs and click the little arrow at the top till enhancements tab comes up . It is kinda hidden make sure you have some enhancements learned first . I know it may be redundant to say this but alot of people dont know you have more tabs on the vendor than what is shown .

Try clicking on the first letter of the enhancement's name on the drop-down list. That was the problem in my case. The button was reduced to one letter rather than the whole word. You should be able to highlight the clickable area by just hovering your mouse over it.
