Randomness of item stats

So I have equipped for my Primary Utility something called Doerksen Tech. +21 Recovery (yay), +6.1 to Physical and Energy Defence. I can sell it, according to the info box, for 9 N 10 L. Equippable at 13.

In my inventory, I have the Timeless Eternal Boon of Luvah - +21 Recovery, +6.2 to Physical and Energy Defence, but it's not equippable until Level 15. So apparently I can't take advantage of that extra one tenth of a percent bonus to my defence at level 13; that would be overpowered.

In addition, the Timeless Eternal Boon of Luvah can be sold to a vendor for 3 N 88 L - So it's roughly equivalent to the Doerksen Tech, but at almost 1/3 of the price, although it can't be equipped for two more levels.

I really think the crafting system needs a little more thought - it always felt kind of slapped together to me. These numbers don't help dissuade me from that impression, but then, maybe the devs wanted to add an element of randomness to the whole endeavor. If so, mission accomplished, I guess.

    My guess is that the lower level item is a higher quality than the higher level item.
