Science Ephinany Question

So I leveled up my skill when I hit 21 to push for 300. It takes a TON of high quality gear in the development area to skill up now...also I cannot seem to get anymore mild Epiphanies. Did I screw myself over by not getting as many as possible before leveling up my skill?

    Except for the occasional HoT patch and Force SHield item crafting does not matter in this game.
