Ornithic Belt/Monarch Bandolier combo

This is in reference to two quest items in Canada, around level 23 or so - the Ornithic Belt and Monarch Bandolier (both "Blue" quality items)
The Ornithic Belt and Monarch Bandolier both say they increase Energy Damage resistance when worn together. But I'm not sure how to find out what the increase is.
A similar quest item, called the "Amulet of the North", says it "reduces the cost of all Control powers". Is that crowd control powers? And how do I figure out the reduction?
I feel like I'm missing a way to figure out the true benefits of the items I have. The only thing I can think of is to try them out in the Power House and watch the combat log.
