Item buffs... what do they do? any list?

There are items (like the stronghold rucksack with its loadout passive) and power that offer passive bonuses, buffs, and debuffs just by name with no explanation of what they do... Is there a list somewhere or an explanation of what, exactly, they all do?

    There's a thread on this particular item already, and someone said that it was a typo, and it has no buffing effects.

    I mentioned that just as an example, but I was really talking about any effect where they just give you the name and don't explain what it does... there are a lot of them.
