Need some Munitions Crafting Power Replacement Help

All right folks, I need some help, here:

I'm lvl Nine munitions, with a 100 crafting score. I am currently equipped with the "Shorty" blaster in Slot #8, which automatically gives me funky guns. Cool beans.

I just made a U-09 Crybaby grenade. It's slotted for Primary Offensive. So, I switch out the shortys and go find something to blow up. I press the 1 key. Guns come out. Okay...I press the 8 key. Nothing happens. Curious, I bring up my control bind list and see that if I want to toggle a primary offensive slotted weapon, it's Alt+8. So, I click Alt+8. Nothing happens.

What am I doing wrong?

    It's a Power Replace, you need the basic Power to use it, just like you need the guns to actually activate the Shorty.

    In this case this would be Smoke Grenade.

    Ah, Smoke Grenade. I thought it was a separate power.
