Resource node req not matching the area

Some of the resource nodes have requirements that don't seem to match up with the area. For example, I just ran across some science nodes in the MC park, while doing the level 19 quest Diary Queen. The mobs in the park are around level 18, the quest is 19, yet the nodes require 201+ skill, which you need to be 21 to get.
