I really don't want to post this as the item is amazing compared to everything else I can use atm, but I think this item is bugged currently.

level 24 ,bind on equip
+25 Intelligence
+15 Endurance
+10 Physical Defense
+10 Energy Defense
It blows away anything else you can find for any secondary slot and rivals primary slot upgrades. With the ability to wear two of them.
My primary slot on the other hand is. +20 Endurance, +23 Ego, +11 Phy/Ene Defense. Obviously something is off with it.

Yeah, a guildmate just mentioned that he has a similar item as well. Level 24, same stats. Perhaps it's intended, but I just don't see how when there is a blue recipe one level below it that is FAR inferior.
