Most Arcana gear is not as good as drops?

Maybe I'm missing something (perhaps exposure to tier 3 and 4) but right now, I'm 20th level with all the Arcana Blueprints (gear enhancement + straight arcana), and nothing I can make is better than what has dropped for me (or been rewarded to me)....

So what am I missing? Is it Tier 3 when you can make stuff that is actually better than quest rewards?

I noticed some tier 4 blueprints that gave costume unlocks, but still... the stats sucked. (one was a grimoire)

Crafting really isn't all that great until you can start making custom equipment from the looks of things, and that still takes awhile even after you can do it since you really don't get a lot of custom enhancements for awhile. Tier 1 is usually awesome vs most quest rewards, but between then and the time you can actually make the items with the specific stats you want, probably going to be mostly using quest rewards with a few crafted items here and there unless they change things.
