"Timeless" blueprint.. where do I get it?

I realize this is a Mysticism blueprint that is currently bugged requiring arms components, but where do you get this? Maybe my eyes aren't what they used to be but I can't even find this from the vendors. Or was it a reward for something?

    Uh. It was in the normal collection of enhancement blueprints for me in the Renaissance Center mysticism crafting high-rise.

    This is starting to make me feel really stupid. :( I just went to the Ren center and talked to the 4 NPC's standing behind the counters and went through the list for all of them. There was no Timeless blueprint.

    I found it, the reason why I didn't notice before is because it wasn't called "Timeless" it was this:

    Blueprint_Statpower_Secondary_Single_Recovery_Offense_Mysticism

    Besides the fact that the name is sort of cut off so I couldn't easily see the Recovery in the title, the tooltip gives no indication that it gives +rec, on top of it currently being bugged requirng arms pieces.
