Power Cost Reduction Items (e.g. catalytic exo gizmo)

On one of my characters I got an item called "catalytic exo gizmo" that gives a 50% reduction in power cost for ranged dmg attacks. I thought it was a high level mission reward from MI, but I just finished all the high level chains on my alt and he was never offered this item. Is it a drop? It is yellow quality (that's what, common?)

Is it possible to craft items like this? I have a 400 science crafter and an almost 400 arms crafter. The arms crafter is tough to work with because all the arms enhancements have bugged text descriptions (everything says its adhesive giving +root chance).

Where can you get or make items with this type of enhancement?

I got one too...it turns the game upside down so people are going to be mum about it if they know where it is.

Personally i got mine doing stronghold prison. I'm sure it was a reward, but it isn't available anymore for obvious reasons.

Odds are you can find stuff like it in lairs on quite a rare occasion.

Not sure what the % is meant to be, but there's the custom crafted items that have reduced cost of ranged powers as an option. I'm not sure if they work or not though - the energy costs on the tooltips of my power armour ranged attacks were unchanged with one equipped.

I found an item that provides +50% power cost reduction off a mob. Think it was for melee attacks or it was AoE attacks.

I'll find stats and post tonight.
