UI Scale not affecting tooltips

Is there a different setting somewhere I can change to increase the size of the text in the tooltips? No matter what change I make to the UI Scale the tooltips appear to remain constant.
As a secondary question -- would it be possible to allow us to resize the "charging up" bar, it gets REALLY huge when you increase the UI scale, and it's not possible to tone it down by itself.
