Level 40-42 items from quest rewards and drops not able to be worn

Well yes I can understand the 41-42 items. But just finished Echoes of Andrith and got an item that was level 40 primary offense. I tried to put it on and it tells me I am not high enough level (I am level 40.)
Also noticed some of the quest rewards were level 41. Also been seeing device items that are level 41-42. Only way to use is if it went into your inventory when you picked it up. Other than that it's a wasteful item in your inventory.
Hopefully these are looked into soon.
