Is "Gunlinger's Legacy" intended to be that powerful?

As a lv 10 item, it can kill several lv 18 henchmen in no time, and takes out more than half HP of villian.
It makes soloing 10+ lv mission very easy, maybe too easy.

    I think what makes it powerful is the 66% to double dmg at the bottom of the description. It does seem powerful, although it does have a 2 minute long cd so it can't be used too often.
