Cloak of Infinte Planes bugged?

This is a very cool looking quest reward, level 27, for killing a demon supervillain in Canada.

It gives you lots of dodge and avoidance, but also says you can activate it to summon a rune blade.

Sadly, I cannot summon this blade at all.

I am an ice user... would I need to be a sword user to use this? If so.. boo. If not, it's bugged. Either way, the description says nothing about any restrictions.

    you dont click on the item to summon the blade, equipping it should put a sword icon on your actionbar (it looks like the laser sword graphic)
