What does this do? It is hard to figure out what exactly it is modifying since the damage I do varies. I had an item with about 30 offense on it and no other stat. I tried testing with it and without it and i can't see too much of a difference in my abilities. Does it only affect autoattack?
each point of +offense gives you +.5% damage is what I've figured out. So, if you craft a piece that gives +30, you'll have +15% to your attacks. Now, if you're equipping a piece that only gives you +2.5 offense, you'll get a 1% boost to damage which will not notice.
But that would mean I would see a 15% damage boost from equipping an item with 30 offense which I simply don't notice either. Either that or the rng just skewed my results from testing.
I think it's more +1/3% per pt of Offense. Having an almost 6 Offense give me just under +2% to all damage.
Offense is kind of like your Super Stats. If you open your character and mouse over your Super Stats, you'll see the bonus it is granting (like +24% all damage). There is also a spot for 'Offense' at the top of the right column that is another way of getting overall damage bonus (mouseover it as well to see the exact bonus).
Likewise, I have an item that is +2.6 Offense by default, but then (once you equip it) it notes which of your Powers that the further effects apply to. For mine it has two effects, the first is Fear and +10 Offense, the 2nd is a general Damage bonus and is +21 Offense. Under both, it lists every single one of my powers (including any attacks from Devices). From what I can tell, when attacking with any of the powers that the item lists while equipped, I'm basically getting a +33.6 Offense bonus (or about +11% damage) + the Fear effect (-5% dmg from Fear'd NPCs), which compared to the benefit of equipping my best stat item in Primary Offense (+27 Str so far), reduces my overall damage because I lose out all the Offense and only gain about +9% to my Str damage.
There is another Circlet that one mission awarded (sinisister I think) that grants reduced energy decay and a bonus to any attacks that count as 'Fighting' which, when equipped, only lists my energy builder attack (Supernatural claws).

The first item you listed, is a power replacer, the replacer might not be actually anything graphical, but it means you're getting 0 real stats from your primary offense equipment slot, in trade for the fear effect, and you're lucky in that it 'replaces' all of your powers... with the exact same power with another 11% damage. Offense it seems, like every other stat, scales down in effectiveness every level, so by 40, 30 offense will probably be 7.5% damage bonus.
I'd need to know what the item is, what it says when unequipped, and what powers you have, to offer any real insight into anything else about it.
But normally, offense on say a secondary utility, is almost worthless, by level 33, blue offense items are offering 3-6 offense, normal defense, and usually no other stats on the item. And you're right, it does seem to be about 1% damage bonus for that.
Oppositely, if I increase my dex by 5-6, I get almost 1% crit bonus, with my current ego that grants me 110% extra damage, I guess, and that's more like 1.1% damage bonus, since it's 2.1X damage occuring .01 times more often. AND since it's my superstat, it adds about .03% more damage total to the base of the power, and it's easy to get 5-11 to a stat on a secondary item, versus offense or crit chance on the item being paltry in comparison.
