Item Replacer Descriptions what do they mean?

Note: The Hero that using this item is an ARMS framework build

I have attached an image of an power replacer description. First two tell me what kind of damage I can expect
at least that is what I think.; 9.8 piercing and 5.6 fire. However there is another one that is 5.6 piercing and 5.6 file if requirements are met. I have no clue what are the requirements are and they are not explained in this description. right after that the description read that I can do a 50 sphere attack of 5 foes but I have no clue how to get that to work. Then there is the shorty blaster section I am have no clue when I get the 22 piercing with 5.6 fire dmg on 14 second recharge. is this when I press 8 ( this is primary offensive slot item by the way)

Now Maintain I think is just my power that does all the shooting when I press and hold the key. This seems to give me 20 ish piercing with some fire dmg and I do get enraged from time to time. Then I notice there is this 52 piercing dmg this says it targets 3 foes max 50 feet then adds a 40 foot lung with a 60 degree cone and applies defiant! how do I get that? is that replacing a power I have yet to get?

Well you get the point what does this all mean?

Basically, the Power Replacers for Dual Guns list the effect they have on every Dual Gun Power, even the ones you do not have.
