Tier 4 Healing Patch missing from Arms

I've bugged it in-game, but also figured I would mention it here, but the tier 4 healing patch for Arms is completely missing at the moment. The last skill healing patch that can be created in Arms is 245 skill (tier 3). I was planning on making a few of these patches earlier to start doing some raid instances till I noticed they weren't there.

There also appears to be an odd ablative shield that has 0 skill requirement, but demands tier 3 components.
