Items that raise equilibrium not working?

I have a couple of items that say in the description that they raise equilibrium level, but in the stats it doesn't say that, but that it increases endurance regen (by a small number, like .04). Also, when I wear them the equilibrium point doesn't change at all. Is the description misleading? I haven't seen an item that raises the eq. point (unless they raise recovery of course)
