Powerhouse laser room tweak

This is a pretty simple one. As soon as you step onto the laser pad, you count as being in combat. As soon as you step off, you aren't. I suggest this because it's rather difficult to judge the relative worth of a healing power when as soon as the laser is done firing, your cracked up standard health regen kicks in.

    Yeah, I definitely agree with this one - the lazers are pretty weak to be honest, and even the highest power one does very little damage to my electricity toon, and as soon as the lazers finished firing my health is practically regenned before my healbots kick in.
