Using Primary Items that Activate

So, the first item I see that drops that has an ability is the Quular Gun. Great, looks neat...but, doesn't work. I make my own gun, the Blunderbuss...guess what, doesn't work. I tried dragging it to the bar for my superpowers, tried hitting the "8" key, tried changing the keybindings, etc. It doesn't work.

Unfortuantely, I have ran into two bugs today that have been discouraged about enjoying this game...is there a way around this, or, is it yet another bug? :(

    I believe they coencide with appropriate powersets.
    like the ice bow is for arrow attacks.

    Aye, I picked one that had munitions, which is what my skills are...no go. It didn't perform any of the abilities listed. It had a energy cost, said it would do knockback, etc.
