Science enhanchement Catalytic not working.

At like 250+ or something I got an enhancement that's supposed to reduce the cost of ranged powers called Catalytic. I've tried putting this on several things and it produces no actual text on the item.

So I tried building one anyway and equipped it in the power house to check it and it was not working. I'm curious if anyone has gotten this to work on a specific item slot or is it just broken?

    I just tested this with the Primal enhancement in Mysticism, which does the same thing for melee powers. I equipped six Primal items. The listed cost of my Reaper's Embrace did not change (69 energy). Just in case the tooltip was wrong, I went to the Powerhouse. Reaper's Embrace takes me from a full energy bar (110) to 40. That's a cost of 70, which I'm guessing is from a rounding error.

    So yes, it appears to be broken.

    Both Catalytic and Power enhancements do nothing whatsoever. Both claim to be END related - one reduces END costs for ranged powers, the other increases the amount of endurance you have (in theory like the +5% life you get from the Vitality enhancement) but neither shows any effect on the item.
