blueprints?

so i got a mysticism blueprint the other day requires 400 skill... today i get to 400 go to learn the blueprint cant.. saw the requirement for the item was 40 so figured i had to be 40 as well no biggy im 38... bust out a day of quests hit 40 go to learn the blueprint same thing... i get only utilities can be slotted there message when i try to learn the blueprint, am i crazy or doing somethign wrong? how do you learn a blueprint? double clicking no good, right clicking no good... or is it just a busted blueprint?
