so is it better

is it better to use a arms level 12 over level 15 science. i use dual blades and some of the say %6.5 when using telekenisis blades. so is it better to use lower levels if its like a fire dual blade? been just switching and just kinda looked a little better and saw they dont all help with my weapons.
