Electricity users able to kill Vendors/Mission Givers/Etc

Even though they respawn after like five minutes, high level electricity users wielding Lightning Arc attacks can charge up and one-shot vendors, quest givers, just about anyone, simply by targeting a destroyable object near them and letting loose. The object gets zapped, the lightning arc takes effect, and the rebound shot instantly kills the NPC.

Hilarious to watch the guy do, but definitely needs fixing. He killed my Mysticism trainer. :(
