Bug: Healing doesn't always happen

I was playing last night and I noticed that occasionally when finishing a fight (or running away because I'm about to die) in both PvE and PvP, there were times when I would not heal one bit. I'd go hide somewhere safe where i wasn't being attacked and stay there for around 5 min, waiting for my health to recover. But it never did. I don't use regen, so I don't expect healing to happen very fast. But in this case there was absolutely nothing. I'd have 80 HP when I broke off the fight and still 80 HP five min later. I tried boosting my recovery/presence/every other stat with equipment, but it still wouldn't recover.

Most of the time, my toon does start recovering HP after a fight, but there's the occasional time with no recovery. There are also no debuffs on me (that I can see) to prevent recovery.

Is anyone else seeing this? If so, can you explain why it happening? or is this just a bug?
