Can't finish - into the storm

What do you do when you can't finish into the storm (to leave canada)?

it says return to justiciar, but when I do it says we've got things under control at the moment. But the quest is not completed and I don't know what to do next.

    I'm just going to drop it and redo it. I hope.

    so I dropped it and tried to redo it, I killed everything in there, but it says I did not and If I leave I will not be able to come back and finish.

    So what do I do?

    OK, it's all good now, on my second time I just left, even though it said I shouldn't and it finished. The problem with the first time is, I logged out in the instance because of server reset.
