Not sure if its a bug, but most likely a glitch and unintentional functionality of an item
So, I logged onto my low level char to test out the Gamestop Exclusive hover boot thingies, and found I could only hover a certain distance off the ground, which m ok with (all though, the Gamestop emails I got said flying as a level 1, not hovering, thats not my main concern here tho).
What I found was that i can increase my hover height by finding a new surface my character could use as a floor, and then hover 20 ft above that one, until I got to the top of the dome of the tutorial stage.
