Can't Craft Power Replacers

So here's the story. I have 200 skill in craft, Mysticism (Enchanted Gear). I can't make power replacers. I haven't been able to make power replacers since level 1. The tab for the blueprints doesn't show up at any of the craft NPCs. I've taken a screenshot of it, which is attached; I circled where the arrow going further right is grayed/dimmed out, and I cannot tab over any further than my specialization section (which is where power replacers normally are, if I recall). Hoping the attachment system doesn't screw up the size of the pic; anyway, you get the idea. It doesn't tab over past the Enchanted Gear section, so no Power Replacers tab ever shows up.
