Power bug? cannot retcon

Hi there, I'm not sure if this is a bug or not... I'm current lvl 11 and I have bestial fury as a build up and beatdown, but when I look at my retcon, it does not give me to option to undo them, even though they show in the power panel. Is this a bug or is it normal....
