When I'm making a hero in the editor and I try to select a 'Detail' (usually a sub-category when selecting tights or a face - nothing happens. There's about 20 options but none of them change anything!
Also when I scroll over leather or cloth, there's no difference in appearance!
Do I not have a setting on or something? I turned on max character detail and texture quality but that didn't change anything.

It could be your graphics card not being quite good enough. I had a geForce 7600 during OB and couldn't see a difference in leather or cloth, and didn't see the "dirty" details. I just put in a geForce 9500 and can see s significant difference in both cases. I suspect the engine detected what my card could handle and adjusted settings internally, as I didn't actually change anything after putting the new card in.
I had this at first in the video options I just needed to turn the lighting I think it was off of low since it gave everything a smooth look. I could make out muscle tones then and get a much better image of the character.
I had the same problem, until I went in and turned Lighting Detail (I think that's the name. Options were off, low, and high) up. When it is off, only the drastic details on characters show up. When it is low, almost everything shows up, but it is much less detailed and defined. When it is on high, it is amazing. Really wish they would split up that option into different sections, considering how much of an impact it makes on performance. When on off, games run flawlessly. When on low, it runs basically flawlessly, but only looks slightly better. On high, game looks shockingly good...but then the framerate is cut in half or more.
I would love a way to turn character lighting on high, and environment lighting on low or off. I know that is probably very hard, or impossible, but hey, I can hope.
