Livin' Large perk broken?

I was looking through my list of perks earlier and noticed something odd about the Livin' Large perk.
The completion bar was full, but the mouseover said resources were at -1/500000 and it was bing classed as incomplete.
This is clearly not right and it's not just on the one character.
