Better buff reporting

I would like to see the player buffs moved off of our character portrait. Currently where they are, we only get a small amount of information returned. If we're lucky, we get timers left. But when we have powers that stack (defiance and enrage), we can't tell how many stacks we have. Not even with a mouseover. If the buffs were moved to a spot of the HUD where they could be larger, we could put the timers under the buffs and be able to display the number of stacks on the buff picture itself.

Also, buffs sometimes don't report the proper time left.
