Fear vs. Fear!

As a Quest reward I got "PEACEMAKERS" a power enhance item with "Fear! Enhancement". I had noticed when I use some of my Darkness powers, which already can cause Fear, that the debuff icon that showed on my target was not the usual one but instead a small Champions 'C' logo. At first I thought it was a minor graphical glitch. Then imagine my surprise when on one set of attacks I saw both debuff icons on my target. When I moused over them the normal icon said Fear and the other icon said Fear!

So I guess my question is was this how this item was intended to function? Was it ment to give powers a debuff like the Fear caused by some Darkness powers but not the same debuff? Do enemies with the "Fear!" debuff trigger energy gain from Spirit Reverberation?

    fear! is a more exciting fear.

    While Fear! may seem more exciting it is still confusing. A solid answer from a Dev would be appreciated.

    Can't answer but this 'power replacer' is awesome, my telepath has it and just love watchign everything be afraid. The offense bonus is a tad rediculous though

    +10 on the first enhance and +21 on the general dameage enhance... wow!!
