Mysticism Crafting Upgrade skill from 100 to 200

I cant raise my skill cap at the mysticism store .

I have the Level, Skill and Money required but it is red not available.

Logging out, differnt zone doesnt matter city desert or canada.

    I beleive you can not buy the 100-200 until your current level is 90 .

    I hit 99 and I bought it fine.

    Are you buying for your second skill up? I ask because after I buy my first skill up, it shows back up again as if I never bought it. It worried me some but I don't have a character who's ready for his second skill level.

    I have all the correct prereqs to raise my cap 100 ( cap at start) to 200 ( first cap raise).

    level 17 skill 100 10x as much cash as i need. Its just red and unselectable in all the mystic stores.
