Mouse Binding

I like to bind my jump to 'mouse button 4'. Everything works fine until; my mouse courser is over the hotkey bar, that is when my jump with the mouse does not work. This needs to be fixed. Why would that button only not work while over the hotkeys, if this is the was it is suppose to work what is the point of keybinds?
